Automation framework for Regression Suite

I have to develop automation framework for my current project. I need to automate 2 testing cycles.
1- Sanity Test cases
2- Regression suite.
I need help to create a Hybrid framework, key points are
- it will be running on IE9/11
- application has around 15 different screens, each screen has different form objects which need to be covered while doing regression testing.
-Need to perform end to end testing with 4 different User roles.
- I have test cases ready in excel file.

Please help me to start automation from Start, I know java/selenium but not sure how make framework....
