At the line movetoelement i intially had got a error -https://github.com/mozilla/geckodriver/issues/901.But used elementToBeClickable(target) explicit wait.Now element is getting recognized.But movetoElement using actions class wont work at all.

Also:Am sure this 'new arrivals' is not in any frame.

 

Please suggest.

((JavascriptExecutor) wb).executeScript("arguments[0].scrollIntoView(true);", target); before movetoelement also did not resolve the issue of not hovering over new arrivals.

Please try updating the browser and its driver. If that doesn't help then try using Chrome or some other browser
